The City of Burnaby (“City”) is seeking Proposals from qualified Proponents to develop and operate nonmarket modular rental housing on a City-owned Site. In November 2022, the City was notified that it was
selected to submit a non-market housing project with a minimum of 21 units to be considered for capital funding under the Cities Stream of Canada Mortgage and Housing Corporation’s (CMHC) Rapid Housing
Initiative (RHI). The non-market modular housing would be for individuals and households in severe core housing need. If successful in securing funding, the Site could help deliver up to 35 new non-market housing
units in partnership with other levels of government.

The intent of this RFP is to obtain Proposals that outline the Proponents’ experience and expertise in developing and operating non-market housing units in partnership with different levels of government. In
particular, experience with non-market modular housing developments should be highlighted. Proponents who have the qualifications, experience, and capability to undertake a project of the type and magnitude
as described herein are invited to submit their Proposal to the City.
