The Burnaby Official Community Plan (OCP) Project is a multi-year project that is being advanced over four phases to renew the City’s OCP and set the long-term vision for managing the city’s growth and how people live, learn, work and play within their community and neighbourhoods. The desired outcome is a new OCP that will guide and manage growth over the next 25 years in a way that reflects the aspirations and values of the community; will be contemporary and considerate of emerging trends, issues, challenges and opportunities, particularly in areas of housing affordability and climate change and adaption; and, will set out the priorities, goals and policies for the City to work towards over the short, medium and long term.

The City is seeking proposals from qualified consulting firms specializing in public and stakeholder engagement (both in person and virtual) of varying scales and methodologies; engagement with host First Nations and urban Indigenous community members; and, supporting City staff to build cultural competency in outreach, engagement and knowledge co-production. Additionally, Proponents responding to this RFP will be expected to assemble a team with the necessary expertise to support the overall engagement program including but not limited to primary research, communications across multi-media, graphic design and technical support. The scope of consultant services sought is further detailed herein.
