The City of Burnaby (“City”) is undertaking a comprehensive update and replacement of the Burnaby Subdivision Control Bylaw. The objective of the project (the “WSB Rewrite”) is to modernize the City of Burnaby’s bylaw to reflect current best practices, high quality design standards throughout the City, and provide clarity and consistency to the development community. The new Works and Services Bylaw (“WSB”) will support the updated Official Community Plan and Zoning Bylaw processes which are currently underway. 

The City’s intent of this Request for Proposal (“RFP”) is to obtain Proposals from qualified and experienced Consultants to lead the background research, assist with drafting technical standards and specifications for the bylaw (“WSB Standards and Specifications”), and review the process required to create, develop and adopt a new Works and Services Bylaw, as further detailed herein.
