The City of Burnaby (“City”) is seeking Proposals from qualified Proponents to develop a Streamside Development Permit (DP) Program to protect riparian areas from the impacts of new development and redevelopment of existing lots, to restore these areas to enhance fish and wildlife habitat, and to make Burnaby more resilient to climate change. The Streamside DP Program will consist of a regulatory framework, technical requirements, guidelines (illustrative), public-facing communication and administrative materials, and recommending the process for review and approval of Streamside DPs. The Streamside DP Program will replace the Environmental Review Committee (ERC) program for streamside protection currently used by the City. 

The City is seeking Proponents with demonstrated experience in:

  • Designating Development Permit Areas and designing processes for local governments pertaining to DPs, including drafting illustrative design guidelines, technical requirements, and public communication materials, for the purpose of protecting streamside areas, environmentally sensitive areas (ESAs), ecosystems or the natural environment, in accordance with the BC Local Government Act, Riparian Areas Protections Regulation Act, and applicable legislation or regulation from other levels of government;
  • Undertaking field assessments and preparing professional reports as a Qualified Environmental Professional (QEP) to meet local government requirements for streamside protection;
  • Researching, preparing and implementing plans for ecosystem enhancement and restoration that consider climate change, current best practices and innovative approaches, Indigenous knowledge, and protection of archaeological resources; and 
  • Familiarity with streamside protection strategies, environmental development permit areas, design guidelines, technical and legal requirements, administrative requirements, as well as public communication materials used by other local governments in the Lower Mainland or in British Columbia.

The intent of this Request for Proposal (“RFP”) is to obtain Proposals from qualified and experienced Consultant(s) to provide experience and expertise on the key items listed above, and as further detailed herein.
