The City of Burnaby (“City”) is requesting Proposals from qualified and experienced micromobility operators (“Proponents”) for an Electric-Bike Share Program.

The City intends to follow a phased approach under this RFP, including a required Pilot phase. Upon successful completion of the Pilot phase, the Program may be expanded in the next step to provide electric-bike share services across the City.

The selected Operator will be responsible for all aspects of providing, operating, and maintaining a shared electric-bike (“e-bike”) program within the City, in accordance with the requirements set out in this RFP. The Operator will be responsible for supplying and managing the e-bike fleet, ensuring compliance with all applicable regulations, and delivering a safe, reliable, and equitable program. Key requirements include fleet management and rebalancing, designated parking and deployment zones, geofencing and speed controls, operational and safety standards, data reporting, customer service, public education, and community engagement. The Operator will serve as the single point of contact for the City, providing a comprehensive, integrated service that aligns with the goals, targets, and policies as described in Connecting Burnaby, Burnaby’s Transportation Plan.
