The City of Burnaby (“City”) wishes to engage a qualified consultant (the “Consultant”) with the appropriate experience and expertise to provide Consulting Services, as further detailed herein. For these Services, the City’s preference is that no sub-consultants are utilized.

The City intends to award a Contract for a two (2) year term with options to extend up to three (3) individual one year terms, for a maximum of five (5) years total, at the sole discretion of the City.

The City reserves the right to select one or more successful Proponents. The issue of these documents does not confer any license or grant for any other purpose.

The City requests qualified Proponents to submit a Proposal for communications consulting services for the City’s District Energy Utility Project (“the Project”). The City is planning to develop a district energy utility that would receive thermal energy from Metro Vancouver’s district energy system and supply it to high-density residential, commercial, industrial, healthcare, and institutional buildings in Burnaby neighbourhoods. The communications consulting services is required for the early design stage with initial early communications work to introduce the Project and then following on-going communication consulting services during the project life.
