The City of Burnaby’s (“City”) intent of this Request for Proposal (“RFP”) is to obtain Proposals from qualified and experienced consultants to provide a community and social infrastructure needs assessment, with associated recommendations that will inform the development of 

1) a new Official Community Plan (OCP) Burnaby 2050; and 

2) a Social Infrastructure Strategy for Burnaby. 

Specifically, the City is seeking Proponents with demonstrated experience in:
• Conducting infrastructure needs assessments with significant experience in mapping and analyzing
infrastructure existing inventory, needs, gaps, challenges and opportunities;
• Conducting spatial and proximity analysis (i.e., complete communities or daily needs analysis);
• Undertaking analysis on land use policy related to spatial and design considerations for
infrastructure;
• Social planning and analysis for community or social purpose facilities;
• Designing and facilitating engagement with community and social-serving sectors;
• Creating professional reports, including policy recommendations related to land use and
infrastructure amenity planning and delivery; and
• Grounding this work with best practices in municipal social planning, including the consideration of
social equity and reconciliation.
