Description: 

The City, Engineering Department, is requesting Submissions from engineering consultants to be registered on its pre-qualified list for consulting services for the period of March 01, 2026 to February 28, 2029. For eligibility, the Consultant will be required to:
• Be registered as a practicing professional engineer, registered environment professional or geoscientist in the Province of BC;
• Hold a valid Business License in the City of Burnaby, prior to performing any services;
• Required to sign Appendix C – Blanket Agreement (Sample) which covers all works award valued under $50,000;
• Be required to enter into a Standard Consulting Agreement with the City for each contract awarded over $50,000. See Appendix D – Standard Consulting Agreement (Sample) for further information;
• Maintain coverage in good standing with WorkSafeBC for the duration of the Agreement; and
• Provide evidence of general liability, professional and liability insurance coverage as outlined in Appendix A – Required Insurance and Appendix B – Certificate of Insurance. Typically, planning studies or desktop assignments require much less insurance coverage and no requirement for sudden and accidental pollution liability coverage.


Note: The Appendix A – Required Insurance and Appendix B – Certificate of Insurance requirements represent the City’s most stringent insurance requirement. Individual proposal documents will outline the specific insurance requirement for each assignment.


Projects requiring consulting services typically range from $100,000 to over $40,000,000 in construction value. Other assignments (studies, monitoring services, etc.) are typically less than $100,000. The City uses the MMCD 2019 Edition Contract Documents and requires Consultants performing contract administration services to use Certified Contract Administrators (CCA).
