The City of Burnaby (“City”) is seeking Proposals from qualified and experienced Proponents to undertake a Hazard Development Permit Area Assessment (“the Assessment”) to determine if a Hazard Development Permit (DP) Program is appropriate to protect and mitigate properties from fire or other hazards related to proximity to petroleum storage, distribution and processing facilities in the City. The Assessment will focus on the Lower Westridge Neighbourhood of the City as an initial phase, with recommendations of potential other hazard areas subject to similar conditions as future phases. The Assessment will inform the potential for a future regulatory framework, Official Community Plan (“OCP”) and Zoning Bylaw amendments, technical requirements, guidelines, and process for the review and approval of Hazard Development Permits. A more comprehensive review of Hazard Development Permit Areas (HDPAs) throughout the City has been identified as an implementation item of the Burnaby 2050 OCP, and would be advanced separately after the OCP’s adoption. The issue of this RFP does not confer any licence or grant for any other purpose. |
