Description: 

The City of Burnaby (“City”) is requesting Proposals from qualified Proponents to supply and implement a new Workforce Management (WFM) solution for the City’s Engineering department (Engineering) and the Parks, Recreation, and Cultural Services department (PRCS). The solution is to support these two separate departments’ daily operations of scheduling and shift management for multiple staff across various roles. Two separate solutions may be considered by the City if one solution does not meet the requirements of both departments.

The City intends to deploy the solution(s) in a phased approach, including the potential for a pilot. It is likely that most out-of-the-box features of the solution(s) will be leveraged for the pilot (if a pilot is to be conducted), which may also include one system integration (SAP): please see Appendix F Functional Requirements for a complete list of desired integrations. Following the pilot (if applicable), the solution(s) would be expanded to include more users, departments, and City services over the remainder of project execution in a number of phases. Each future phase may include additional systems integrations if required along with an expanded user base. Proponents are encouraged to propose a phased work plan for the iterative deployment of the solution(s) and system integrations that aligns with this intent. It’s expected that the number of users is ~140 staff schedulers and ~2325 employees across Engineering and PRCS: ~40 staff schedulers and ~325 employees for Engineering and ~100 staff schedulers and ~2000 employees for PRCS. These are estimates and are subject to change.

The City may award a Contract for a one (1) year term, with options of four (4) each, one (1) year terms for a total possible term of five (5) years, in accordance with the attached terms, conditions and requirements of this RFP.
